Rwanda Social Security Board (RSSB) Overview
The Rwanda Social Security Board (RSSB) has the mandate to manage and promote social security in Rwanda. RSSB's vision is to provide a comprehensive social security system that caters to the diverse social security needs of the population, RSSB plays an important role in realising Vision 2050 and the National Strategy for Transformation (NST1). RSSB manages six social security schemes, namely: Pension, Occupational Hazards, Medical scheme, CBHI, Maternity Leave Benefits and EjoHeza (Long-term Term Saving Scheme).

Key Duties and Responsibilities
- Lead and manage the Legal Contracts and Litigation Department, setting priorities, work plans and performance targets.
- Advise the Chief Board and Legal Services Officer and Senior Management on complex, high-risk and high-value legal matters.
- Advise relevant executives of the key legal risks of proposed projects, investments, contracts, conveyancing transactions, and litigation matters
- Oversee negotiation, drafting, review, and execution of all agreements implicating RSSB
- Work to ensure all contractual and legal documents comply with relevant laws, regulations, and RSSB policies
- Provide strategic direction in contract lifecycle management from drafting through negotiation and contract execution
- Oversee the contract change control process and related correspondence requiring legal input
- Provide legal opinion on conveyancing matters including buying, selling, leasing, and transfer of property and real estate
- Oversee fast-tracking and diligent handling of land title transfers before the Lands Registry and Local Authorities
- Oversee research to identify legal ownership of RSSB properties by assessing government land registry documents
- Protect RSSB interests and ensure protection against fraud and money laundering activities
- Ensure protection and proper management of RSSB intellectual property rights
- Represent RSSB in amicable settlements, arbitrations, and court cases
- Oversee all activities related to litigation function and ensure RSSB is adequately represented in all legal suits
- Liaise with external advocates by issuing letters of instruction and monitoring progress of legal cases
- Liaise with public authorities in charge of investigation for purpose of bring legal action
- Participate in negotiation of legal fees with external advocates and oversee legal expenditure
- Oversee preparation and filing of pleadings, affidavits, witness statements, and other litigation documents
- Monitor litigated title claim issues and provide reports and advice to management
- Provide legal advice on recovery cases to realise securities
- Develop and implement a comprehensive litigation and claim management strategy
- Conduct legal monitoring to ensure RSSB is up to date with new regulations and case law
- Participate in regular assessments of policies and procedures and advise management on improvement opportunities
- Coordinate provision of technical legal assistance and training to relevant internal and external stakeholders
- Coordinate and collaborate with insurance companies and partners on matters related to subrogation
- Identify legal risks across the institution and propose solutions for effective risk management
- Lead, mentor, coach and evaluate Legal Counsel and other staff within the department.
- Approve performance evaluations, training plans and succession planning for the department.
- Foster a culture of professionalism, accountability, integrity and continuous improvement.
- Prepare and submit consolidated departmental reports to the Chief Board and Legal Services Officer.
- Perform any other duties related to the Legal Services function as may be assigned from time to time
Key Qualifications and Experience
- Master's Degree in Business Law, Tax Law, Insurance Law, or any other relevant field with at least 6 years' relevant experience, 2 of which should have been in senior supervisory/management role OR
- Bachelor's Degree in Law with at least 8 years' relevant experience, 2 of which should have been in in a senior supervisory/management role Membership to the Rwanda Bar Association is an added advantage

Work Environment:
