Call for Applications: Enumerators for Digital Economy Skills Survey
The Rwanda ICT Chamber, in partnership with the International Labour Organization (ILO) and its International Training Centre (ITCILO), is conducting a Digital Economy Skills Demand and Supply Assessment in Rwanda.
This Assessment is part of the project “Boosting Decent Jobs and Enhancing Skills for Youth in Rwanda’s Digital Economy”. It will provide insights into the skills employers require in Rwanda’s digital economy, identify shortages in the labour market, and inform solutions to tackle youth unemployment while promoting decent job opportunities.
As part of this effort, the ICT Chamber is recruiting enumerators to support the collection of survey data from 300 companies across Rwanda.
1. Assignment Details
Duration: 5 working days (data collection)
Location: Rwanda (field-based; companies assigned by ICT Chamber)
Workload: Each enumerator will be assigned a specific number of enterprises/companies to visit and collect data from.
Training: Selected enumerators will participate in a mandatory 2-day refresher training before deployment.
Timeline: The assignment will take place in September 2025.
2. Key Responsibilities
Conduct in-person surveys with employers following the provided questionnaire.
Clearly and confidently explain the purpose of the survey to respondents.
Collect accurate and high-quality data within the assigned timeframe.
Ensure data confidentiality and comply with ethical standards set by ILO.
Work independently while meeting the quality and reporting standards required by the ICT Chamber.
3. Required Qualifications
A fresh university graduate or a final-year student (any field; social sciences, economics, ICT, or related areas are an advantage).
Fluent in Kinyarwanda and English (spoken and written).
Excellent communication and interpersonal skills: professional, convincing, yet friendly.
Ability to work independently under minimal supervision.
Strong understanding of professionalism, confidentiality, and data quality standards.
Availability for 7 working days (2 days training + 5 days data collection) in September 2025.
