Introduction
International Alert, under the AtJ project and in collaboration with the Ministry of Justice, seeks to strengthen the Alternative Dispute Resolution (ADR) ecosystem in Rwanda. This mapping aims to map and profile ADR service providers across the country as part of efforts to support Rwanda’s Vision 2050 and the National Strategy for Transformation (NST2). Rwanda’s approach to ADR reflects its commitment to expanding access to justice, promoting community cohesion, and fostering a culture of peaceful conflict resolution.
The consultancy will contribute to the effective implementation of ADR policies by generating data to improve the accessibility, availability, and quality of ADR services for Rwandans, further advancing legal empowerment and peacebuilding initiatives.
Context and rationale
Since 2022, Rwanda's Justice, Reconciliation, Law, and Order Sector has embarked on significant reforms aimed at enhancing access to justice, improving the efficiency of the criminal justice system, and upholding the rule of law. These reforms have spanned various aspects of the justice sector, including legal and institutional frameworks, the adoption of innovative technologies, and the implementation of alternative dispute resolution (ADR) mechanisms. By prioritizing transparency, accountability, and the protection of fundamental rights, Rwanda is committed to fostering a fair, responsive judicial system that serves its citizens' needs while promoting societal harmony and sustainable development.
The Rwandan justice sector continues to evolve, driven by strategic reforms designed to improve both the accessibility and efficiency of justice delivery. As the ADR policy gains traction, understanding the full scope of ADR service providers—along with their qualifications, services, costs, and accessibility—is essential to creating a more inclusive and equitable justice system. This mapping will promote transparency, identify gaps in service provision, and support the effective delivery of ADR services, reinforcing Rwanda’s commitment to upholding the rule of law.
The mapping and profiling of ADR stakeholders are integral to the Access to Justice project, which aims to enhance the accessibility, efficiency, and effectiveness of dispute resolution in Rwanda. By identifying and documenting all ADR service providers, the project ensures that citizens have clear and transparent access to a variety of dispute resolution options, contributing to a more inclusive and equitable justice system. This mapping process is pivotal for the successful implementation of Rwanda’s ADR policy, as it will create a comprehensive directory of ADR resources, making it easier for individuals to find the services they need. Moreover, this activity supports the sustainability of the Access to Justice project by building a well-organized ADR ecosystem capable of operating independently and continuously beyond the project’s lifespan. It also aligns with Rwanda’s broader vision of promoting the rule of law, improving the efficiency of the justice sector, and fostering community cohesion—key elements of the country’s long-term development goals.
Consultancy objectives
The primary objectives of the consultancy are:
Material and spatial boundaries of the service
The mapping and profiling will cover ADR service providers across the entire territory of Rwanda. This will involve researching both international and local ADR providers, assessing their operational footprint, services, and their ability to cater to diverse communities.
Expected results
Duration of the consultancy
The consultancy is expected to last for 3 months, beginning from the signing of the contract. The key deliverables, including inception reports, drafts, and final reports, will follow the outlined schedule.
Education
The team leader must hold a PhD or master’s degree in law, public policy, economics, or a related field, with significant experience in scientific research. Additional team members should have degrees in statistics, data science, and law, with a demonstrated capacity for research and data analysis.
