National Bank of Rwanda (BNR) Overview

The National Bank of Rwanda (NBR) was established in 1964 with the aim of issuing the Rwandan currency named Franc Rwandais (Frw). Over the years, the role of the NBR has evolved. The current Law N°48/2017 of 23/09/2017 as amended to date, confers a clear mandate on the NBR with a mission of ensuring price stability and a sound financial system. Price stability is achieved by conducting appropriate monetary policy in the interest of a stable macroeconomic environment, while financial stability is achieved by regulating and supervising the financial system.

Job Description

Reporting to Director,Insurance and Pension,Manager Pension coordinates activities of Regulation and supervision of pension schemes/funds and pension service providers with a view of ensuring that those institutions remain financially sound and stable while contributing to the economic development of Rwanda

Job Responsibilities

Initiate ideas for formulation of new pension regulations;
Coordinate activities for the assessment of gaps in the existing regulatory instruments for their review;
Working closely with the Policy and Regulation Department to provide pension technical expertise to draft laws, regulations, Directives and guidelines.
Participate in the Parliamentary meetings to discuss the contents of the laws/regulations that lead to their enactment.
Review of offsite analysis quarterly reports produced by inspectors regarding both mandatory and voluntary pension schemes.
Review of offsite analysis recommendations letter for the voluntary pension schemes
Review and guide inspectors to prepare or update on-site standard operating procedures and manuals for pension supervision.
Coordinate activities regarding the operationalization and implementation of on-site supervisory tools. E.g teammate.
Review the annual on-site inspection plan;

Job Requirements

Master’s degree in business administration/management, finance or accounting, economics, actuarial science or any other related academic qualification
Professional Certifications such as ACCA, CPA, CII, CAA, CFA or related
At least five years of experience of which two years have been in a Managerial capacity within a financial institution
