Context of the position: 

SOS Children’s Villages Rwanda is an independent member association affiliated to the SOS Federation. SOS Children’s Villages Rwanda leverages existing community resources to strengthen quality childcare and protection through a holistic continuum of care tailored to orphans, vulnerable children, and their families. SOS Children’s Villages Rwanda actively advocates for the promotion of childcare and child protection. In Rwanda, SOS Children’s Villages operates in four Program Areas based in Gasabo, Gicumbi, Kayonza and Nyamagabe. SOS Children’s villages in Rwanda has secured funding to support children and families faced with hardships in Mahama refugee camp. The short-term Pilot project will address critical humanitarian issues affecting children who have lost parental care and those at risk of losing it by strengthening individual family capacities as well as local available systems for child protection. Our tailored human rights-based interventions will align with the Rwanda refugee graduation strategy to empower families and prevent child-family separation as well as ensuring protection of children without parental care (unaccompanied and street connected children) and promotion of the rights of children within refugee camps in Rwanda.

To further fulfil the above-mentioned responsibilities, SOS Children’s Villages Rwanda is seeking for a competent Camp Operations Coordinator.

JOB PURPOSE.

About the position:

The Camp Operations Coordinator, plans, coordinates, and manages SOSCV emergency relief and disaster response programs in refugee camps in Rwanda. They oversee field logistics, manage budgets, ensure staff safety, and work with the ministry in charge of emergency management (M(NEMA), UNHCR and other UN agencies to deliver vital support to children and families in refugee situations. 

Key Performance Areas and Main Responsibilities:

The role will work to;

  1. a) ensure SOS Rwanda Emergency Response Project implementation through local partners, 
  2. b) take lead in capacity strengthening of key target groups,
  3. c) ensure minimum standards are being maintained

The Camp Operations Coordinator takes a direct part in the implementation with the local partners, responsible for scale up and roll out of SOS Children’s Villages Rwanda emergency response program and design reliable and effective approaches for meaningful and empowering interventions for refugees in collaboration with MINEMA, UNHCR and relevant authorities. This includes systematic inclusion of people from all age groups in the community governance structure, building capacity and establishing effective collaboration with local partners and diversity of stakeholders. Effective site monitoring tools in collaboration with cluster, beneficiary registration, and working closely with MINEMA, UNHCR and local partners. The role aims to ensure teams provide a lifesaving response and coordinate with child protection response for children who have lost or are at risk of losing parental care tailored on government of Rwanda’s refugees’ graduation strategy so that the displaced families can access basic needs and services in the sites.

Coordination and Information Management: 

  • Attend the site level coordination meetings with UNHCR, MINEMA and local partners and ensure minutes of meetings are disseminated on a timely basis with regular action points following up.
  • Ensure representation of SOS children’s Villages in Child protection cluster, offering technical support to Cluster team when needed.
  •  Actively engage with the Area Based coordination team. 
  • Ensure collaboration with SOS CV Safeguarding and Protection team and partners to ensure protection mainstreaming.
  •  Establish per site a contact master list of stakeholders working in the site. Site level service mapping and monitoring through the shared site monitoring tool (including levels of services delivered). These should be shared in the regular site level coordination meetings with all partners working in the site
  •  Ensure timely submissions of Cluster tools related to Information management. 
  •  Ensure an efficient and equitable use of resources – once site needs and gaps are identified, work with Camp manager and SOS Rwanda Director of Program Quality to raise the gaps identified for further scrutiny and intervention.
  • Establish site level referral pathways for protection and non-protection issues.
  • Monitoring of population size, movements (new arrivals and departures) within the sites in coordination with MINEMA and camp management 
  • Take lead in consortium led multisectoral needs assessments.
  • Mobilization and participation of the inhabitants of the site:
  • Ensure effective site level community governance is in place.
  • Assess formal/informal existing structures within sites and host communities, build on and support existing structures, propose the setup of missing structures for enhanced efficiency.
  • Maintain monthly Community committee mapping
  • Maintain close coordination and communication with Protection actors ensuring different gender, PWD and vulnerable or minority groups are represented and participate to the established representation structures
  • Establish a community system under protection guidance to monitor and maintain common facilities
  • Mobilization and participation of the inhabitants of the site for supervision and maintenance of infrastructure

Communication with Communities:

  • In close collaboration with MINEMA and local partners, ensure dissemination of information regarding assistance and services both to the population living in the site and to other interested parties
  • In coordination with the Director of Program Quality, Safeguarding and Partnership Development and the MEAL manager, ensure establishment of Complaint feedback mechanism to collect, analyse, share, refer and / or act regarding the population’s complaints and feedback.
  • Ensure SOS local partners and Volunteers are providing feedback to community on actions taken against their complaints and feedback (closing the loop)
  • Assess community information needs, discuss with the communities on the right channel, coordinate with the service providers/cluster focal points to collaborate and design community messaging
  • Support SOS CV local partners in designing IEC materials in coordination with MINEMA and UNHCR
  • In collaboration with the community, ensure conducting awareness-raising activities regarding services and risk mitigation e.g. protection and MHPSS messaging
  • Ensure the community is well informed about the project activities that SOS with its partners are going to undertake.

Program design, management, and implementation:

  • Conduct assessments, identify gaps, support development of concept notes and project proposals for emergency response 
  • Ensure community and stakeholder participation, develop all the implementation plans and manage the implementation of all the ER project activities.
  • Refer identified gaps to relevant forums or advocating with protection cluster, authorities, and humanitarian partners for additional support.
  • Contribute to the strategic direction of the emergency response Country Program Operation through participation in strategic planning meetings and developing strategic documents
  • Support the implementation of the projects through monitoring and evaluation (quality control, monitoring objectives, and indicators), to ensure that ER project activities are implemented following agreed strategies, principles, implementation plans, and donor requirements.
  • Ensure timely and regular project documentation and reporting on the project – including performance/progress assessments against pre-defined project objectives, outputs, activities and indicators.
  • Promotion of learning from relevant best practices internally and externally.
  • Support preparation and review of donor reports for Site Management components for submission.

External Relations:

  • Represent SOSCV at the Site Management working group/cluster, Child protection cluster, on a regular basis and establish strong links with all Site Management and other sectors.
  • Stay up to date with donor strategies and practices and provide technical support 
  • Maintain close collaboration and good relations as required with donors and other partners.

Oversight of Implementation:

  • Navigate and mitigate protection risks, access, eviction threats and systemic gate keeping those results in aid diversion in assistance delivery.
  • Ensure implementation of SOS CV integrated Human Rights Based Approach (HRBA) to ensure transformed lives of refugees, their children and host communities. 
  • Conduct frequent field visits to support the local partners and volunteers and monitor the quality of sector implementation
  • Improve collection of site monitoring data in informing responses, for the purposes of analysis and advocacy. Mainstream Age, Gender and Diversity in all activities.
  • Support SOS CV to monitor financial commitments and expenditures against budgets under respective grants.
  • Ensure that the organization’s financial, logistics, safety and security and human resources policies and procedures are implemented in relation to all field staff

Formal qualifications and Experience requirements:

  • University Degree in areas relevant to Community Organization, Humanitarian Work, Humanitarian Protection.
  • Minimum 5 years’ proven and successful track record of humanitarian experience, with at least 3 years of work experience in camp operations 
  • Experience in Shelter project implementation (Added advantage)
  • Kinyarwanda and English. Knowledge of French is an added advantage

Preferred personal attributes:

  • Excellent skills in establishing and building relationships with community
  • Excellent ability to understand the needs of displaced persons
  • Basic conceptual understanding of gender, protection, and human rights
  • Good representation, negotiation, interpersonal, and communication skills
  • Strong team spirit and ability to work comfortably in multi-cultural contexts
  • Experience with using basic software, such as MS Word and Excel
  • Ability to write situational briefings
  • Ability to spend extended periods of time in field conditions
  • Ability to come up with innovative solutions in an extremely challenging working environment
  • Experience in training others, with ToT as an added advantage
  • Experience in implementation through local partners (Added advantage)
