Job Title: Card Management System Supervisor

Department: Information Technology

Reports to: Enterprise Application Manager

Purpose of the Role

The job holder is specialized in distinct areas of card management system application, database and intermediary systems. She/He is responsible for the development of card systems products/schemes, ensures integrations with other systems work seamlessly and fulfils expectations of Card Management System (CMS) users and customers.

Key Responsibilities

• Support and supervise the daily/routine card operations.

• Ensure system’s configurations comply with industry standards & regulations / PCI-DSS.

• Coordinate and work with vendor and I&M Group for L3 support.

• Manage card systems change and transition for Rwanda entity.

• Fine tune card system to improve user experience and services.

• Manage life cycle of user creation and application privileges.

• Setup process events, ISO messages and notifications on service components & Operations.

• Ensure configurations align with IPS requirements & certification programs.

• Collaborate with application vendor to collate logs for analysis and solutions.

• Maintain card systems calendars and support operations of Card systems EOD process.

• Manage DR/BCP system failovers, operations, and service resumptions.

• Maintain automated schedules that applies to settlement of charges and payments.

• Test fixes, tools and utilities applicable to systems integration and enhancements.

• Implement all recommended fraud prevention configuration and setup.

• Maintain parameters applicable to data conversions and encryptions.

• Support Card system DB and define new data elements in the operations of intermediary’s systems.

• Evaluate performance, prepare systems root cause, and make recommendations on solutions.

• Jointly with other stakeholders, setup log rotation in Card system & monitor performance.

• Develop and test Card APIs and associated services.

• Prioritize ticket closure, assist vendors in testing, monitor system logs and backups.

• Monitor card service performance on APIs, troubleshoot loss of services and device issues.

• Maintain parameters applicable to data conversions and encryptions.

• Maintain Card billing and payments systems as per bank approved tariff.

• Maintain CMS application information confidentiality strictly.

• Ensure compliance to Bank’s Policies and Information Technology Procedures.

Knowledge, Skills and Experience Required

Education

• Have a bachelor’s degree in information technology, Computer Science or related field.

Experience

• Senior Level (3-5) years of experience working with card systems.

• Having experience in Way4 system is an added advantage.

• Have experience in card scheme and mandates.

• Should have experience working with vendors/suppliers and managing SLAs.

Key Skills and Competencies

• Good understanding of ISO 8583.

• Training or Working Knowledge of Oracle, SQL, PL-SQL, JAVA, C++, .NET.

• Training or Working Knowledge of ATM Switch (Technical & Functional) is a MUST.

• Training or Certification in switching technology / Network Switch.

• Training or Working Knowledge of UNIX / Linux / MS Windows Server / Solaris.

• Knowledge of IT regulations, frameworks / best Practices - ISO 27001/PCI-DSS/FIPS, NIST.

• Ability to collaborate easily and effectively within a team and thrive in a fast-paced environment.

• Excellent analytical and problem-solving skills.

• Ability to work autonomously and think strategically.

• Strong teamwork development and spirit.
