Mission/Core purpose of the Job

Mobile Money Rwanda is seeking a highly skilled and experienced Manager, Procurement and Logistics to lead and manage the organization’s procurement, supplier management, and logistics operations. The role is responsible for ensuring cost-effective purchasing, efficient supply chain management, compliance with company policies and regulatory requirements, and timely delivery of goods and services that support business operations.

Key Performance Areas

  • Develop and implement procurement strategies aligned with organizational goals.
  • Manage the end-to-end procurement cycle including sourcing, tendering, evaluation, negotiation, and contracting.
  • Ensure procurement activities comply with company policies, financial controls, and regulatory requirements.
  • Establish and maintain a robust supplier database and vendor evaluation framework.
  • Negotiate contracts and pricing with suppliers to achieve best value for the organization.
  • Oversee logistics operations including transportation, storage, and distribution of goods and materials.
  • Ensure efficient inventory management and stock control systems.

 

  • Coordinate delivery schedules and ensure timely distribution of materials to internal departments and partners.
  • Monitor logistics performance and implement improvements to optimize efficiency and reduce costs.
  • Manage relationships with key suppliers and service providers.
  • Ensure contracts are properly executed and monitored for performance and compliance.
  • Conduct supplier performance reviews and manage risk associated with third-party providers.
  • Ensure procurement processes meet internal audit standards and regulatory requirements.
  • Maintain proper procurement documentation and reporting.
  • Implement internal controls to mitigate procurement and logistics risks.
  • Support the CFO in budgeting and cost control related to procurement and logistics.
  • Monitor procurement spending and identify opportunities for cost savings.
  • Prepare procurement and logistics reports for management.
  • Lead, mentor, and supervise procurement and logistics staff.
  • Build capacity within the team through training and performance management.
  • Foster a culture of transparency, accountability, and efficiency.

Experience

  • Minimum 5–7 years of relevant experience in procurement and logistics management, preferably in financial services, telecom, or technology sectors.
  • Experience in contract negotiation, vendor management, and supply chain optimization.

Education Background

  • Bachelor’s degree in Procurement, Supply Chain Management, Business Administration, Finance, or a related field.
  • Professional certification such as CIPS, CPSM, or equivalent, is highly desirable.
