Uwezo Youth Empowerment (UWEZO) is a cross-disability, youth-led organization established in 2014. The organization works with government institutions, local partners, and international stakeholders to promote the rights, inclusion, and wellbeing of children and young people with disabilities in Rwanda.

Position Title: Administration and Finance Officer

Role Purpose

The Administration and Finance Officer is responsible for ensuring sound financial management and effective administrative operations at UWEZO. The role supports organizational efficiency by overseeing accounting, financial reporting, treasury functions, human resource administration, office management, compliance, and internal controls in line with UWEZO policies and donor requirements.

The role holder will work closely with program teams and management to support smooth implementation of projects and ensure organizational compliance. In the event of a humanitarian emergency, the role holder may be required to work beyond normal duties and working hours.

Scope of the Role

Reports to: Executive Director
Direct Reports: Finance Assistant, Administrative Assistant, and Intern(s)

Key Areas of Accountability

  1. Financial Management and Reporting
  • Manage day-to-day accounting and bookkeeping functions of UWEZO.
  • Ensure timely and accurate processing of payments in compliance with UWEZO and donor policies.
  • Prepare monthly bank and cash reconciliations and address discrepancies.
  • Prepare Monthly Financial Reports (MFRs), budgets, forecasts, and supporting schedules for management and donors.
  • Maintain the fixed asset register and oversee depreciation, disposals, and asset verification.
  • Support preparation of annual financial statements and ensure audit readiness.
  • Ensure proper filing and documentation of all financial records.
  1. Budgeting, Planning, and Decision Support
  • Support preparation and monitoring of organizational and project budgets.
  • Track expenditure against budgets and provide variance analysis.
  • Advise management on cost efficiency, financial risks, and resource optimization.
  • Support donor financial reporting and project close-out processes.
  1. Treasury and Cash Management
  • Manage organizational cash flow and liquidity planning.
  • Prepare and submit fund requests to donors and partners.
  • Monitor and control cash balances at head office and field offices.
  • Ensure proper documentation and recording of all receipts and foreign exchange transactions.
  • Maintain relationships with banks and oversee bank correspondence.
  1. Administrative and Office Management
  • Oversee day-to-day administrative operations of the organization.
  • Ensure effective office management, including procurement of office supplies and services.
  • Maintain administrative records, contracts, and correspondence.
  • Coordinate logistics, travel arrangements, and asset usage.
  • Support procurement processes and serve as a technical member of procurement committees.
  1. Human Resources and Payroll Administration
  • Support recruitment processes, onboarding, and exit procedures.
  • Maintain staff personnel files and HR records in compliance with policy and law.
  • Manage payroll preparation and ensure timely payment of salaries and statutory deductions.
  • Support performance management, staff appraisals, and leave management.
  • Coordinate staff capacity-building activities and trainings.
  1. Compliance, Risk Management, and Assurance
  • Ensure compliance with national laws, tax regulations, labor laws, and donor requirements.
  • Monitor internal controls and recommend improvements to reduce financial and operational risks.
  • Support internal and external audits and track implementation of audit recommendations.
  • Ensure safeguarding, anti-fraud, and integrity policies are understood and applied.
  • Maintain and update the organizational risk register related to finance and administration.
  1. Coordination and Organizational Support
  • Work closely with program, logistics, and management teams to ensure smooth project implementation.
  • Provide administrative and financial guidance during proposal development and fundraising.
  • Support Senior Management in reviewing and strengthening administrative and finance systems.
  • Perform any other duties as assigned.

Qualifications

    • Bachelor’s degree in Finance, Accounting, Business Administration, Commerce, or a related field from a recognized university.
  • Professional qualification or postgraduate certification (ACCA, CPA, CIMA, or equivalent) Experience and Skills

Essential

  • At least 3 years of relevant experience in finance and administration roles.
  • Strong knowledge of accounting, budgeting, payroll, and financial reporting.
  • Experience managing administrative and HR processes.
  • Proficiency in accounting software (e.g., QuickBooks) and MS Office applications.
  • Good understanding of Rwandan tax and labor laws.

  • Experience working with children, youth, and persons with disabilities.
  • Strong organizational, analytical, and problem-solving skills.
  • Excellent communication and interpersonal skills.
  • Ability to work independently and under pressure while meeting deadlines.
