Rwanda Social Security Board (RSSB) Overview

The Rwanda Social Security Board (RSSB) has the mandate to manage and promote social security in Rwanda. RSSB's vision is to provide a comprehensive social security system that caters to the diverse social security needs of the population, RSSB plays an important role in realising Vision 2050 and the National Strategy for Transformation (NST1). RSSB manages six social security schemes, namely: Pension, Occupational Hazards, Medical scheme, CBHI, Maternity Leave Benefits and EjoHeza (Long-term Term Saving Scheme).

As a leading player in the financial sector, RSSB serves as the largest institutional investor in Rwanda. With assets under management amounting to 3 trillion Rwf, which is equivalent to over 15% of the country's GDP, RSSB invests in key sectors of the economy and plays a crucial role in growing the country's financial sector. With approximately 12 million members in the above six schemes, encompassing over 90% of Rwanda's population, RSSB is at the forefront of securing the health and financial well-being of Rwandans.

Key Duties and Responsibilities

  • Assist RSSB functions in preparation of their respective budgets.
  • Review and submit the consolidated institutional budget to the Manager, Budget & Treasury.
  • Verify suppliers' invoices and record institutional expenditures.
  • Record advances in the form of internal cash requisitions and corresponding justifications.
  • Prepare and timely record adjustment entries.
  • Collect, edit, and compile data for budget preparation and budget revisions.
  • Coordinate recording of the approved budget in the financial system.
  • Ensure daily follow-up of budget execution through monitoring committed expenditures across all budget lines.
  • Coordinate preparation of periodic and annual consolidated budget execution reports.
  • Reconcile contractors' accounts.
  • Verify and process investment expenditure requests.
  • Manage and evaluate performance of Accountants, Budgeting.
  • Perform any other duties related to the Budgeting function as may be assigned from time to time.

Key Qualifications and Experience

  • Master's degree in finance, Accounting, Economics, Business Administration (with specialization in Finance or Accounting), Commerce, or any other relevant field with at least 2 years of relevant experience. OR
  • Bachelor's degree in finance, Accounting, Economics, Business Administration, Commerce, or any other relevant field with at least 4 years of relevant experience.

Work Environment

  • Regular site visits and coordination meetings are required.
  • Occasional extended hours may be required depending on project timelines.
