Mission/Core Purpose of the Job
The Head, HR acts as the custodian and owner of the HR Strategy for Mobile Money Rwanda Ltd. Ensures alignment and integration of organization design and performance with business objectives and plans. Creates value by implementing workforce strategies that support business strategy. Provides HR insights to business and partners to deploy solutions based on market trends that contribute to the growth and competitiveness of the business. Oversees delivery of HR operational services with a deep focus on employee experience and operational excellence.
Key Performance Areas
Cascade the Group strategy to create a functional strategy aligned with the overarching business goals, under the oversight of the CEO.
Ensure effective implementation of the functional strategy by means of providing direction, structure, frameworks, models, plans and roadmaps.
Source, induct and manage talent in accordance with legislative guidelines.
Continually develop a culture of strong collaboration and effective teamwork.
Ensure open communication channels with staff and implement change management interventions where necessary.
Define roles, responsibilities, individual goals and performance objectives for the team.
Set KPIs and provide regular performance feedback through a well-defined and implemented performance review program.
Develop and implement a training plan to build and develop skills within the team.
Promote a ‘Fintech centric’ and ‘partnership approach’ to develop strong relationships with other working groups and ensure adherence to Group governance
Perform evaluation baseline of Service Level Agreements (SLAs) and KPIs.
Dedicate relevant budget for internal projects, post sign-off from the CEO/Group.
Lead and deploy an integrated solution development and problem-solving philosophy across the function.
Generate visibility for the true-value contributions of the function within Group FinCo and Opco to drive greater service acceptance and adoption.
Ensure implementation, compliance & adherence to the EVP Framework, policies, guidelines & processes defined by Group DigiFin HR team and MTN Group HR team as applicable.
Manage the function’s budgets in line with business objectives, under the oversight of CEO
Manage project initiative budgets in line with business objectives, under oversight of CEO
Ensure that the cost of operations is reduced, in line with a least cost operating strategy stemming from the business drivers, under oversight of the CEO
Function as a strategic business advisor to the executive/senior management of each business unit or specialty group regarding key organizational and management issues
Provide input to the Organization Design Blueprints to align with business objectives, customers, products & services
Implement, localize and manage Mobile Money Ltd organization structures.
Implement HR policies throughout Mobile Money Ltd, ensuring that all functions comply with the set policies.
Oversee the recruitment and onboarding process in Mobile Money Ltd, ensuring that key objectives set for recruitment are always complied with.
Monitor execution of the performance management process within Mobile Money Ltd and ensure managers are empowered to conduct a fair and objective appraisal for their employees.
Oversee implementation and management of employee Compensation, Rewards & Recognition processes for Mobile Money Ltd.
Have oversight on end-to-end of employee and HR Service administration, all the while ensuring that regional employment and labour guidelines, laws and regulations are duly complied with.
Lead the training needs assessment and infusion of training programs in Mobile Money Rwanda Ltd, also ensuring that curriculum is regularly reviewed and supports growth strategy.
Lead the employee health and safety programs in Mobile Money Ltd.
Ensure implementation of health and safety policy, procedures and risk assessments, statutory compliance requirements, ensuring action is taken to mitigate risks and all corrective and preventative action of issues arising.
Encourage the use of HR tools and systems, to drive business-critical decisions through data.
Recommend to the CEO; manage, prioritize, align and enable implementation of strategic projects for Mobile Money Ltd
Participate in communities of practices and conferences to facilitate knowledge sharing and positioning of Mobile Money Rwanda Ltd employer of choice brand towards the external marketplace
Regularly report to CEO on key HR metrics and highlight red flags as and when required.
Experience
Minimum 8 to 12 years relevant experience in a similar position with at least 3 -5 years in a managerial or leadership role.
Experience in Fintech, banking or financial services is preferred.
Experience in leading HR functions or senior management roles.
Experience working in a global/multinational enterprise with a good understanding of emerging markets.
Knowledge of local labour laws and employee regulations.
Education Background
Bachelor’s Degree in Human Resources / Personnel Management, Business Administration / Management.
Chartered HR credentials (e.g., CHRA / CHRP / CIPD).
A master’s degree in human resource management is advantageous.
